Camp General Artemio Ricarte, Puerto Princesa City -- After seven months of serving the people of Palawan through the Western Command, Lieutenant General Rustico Guerrero relinquished the helm of the Palawan-based Armed Forces to the hands of an equally capable commander on acting capacity in a simple turn over of command ceremony held on November 12, 2013 at Headquarters Western Command.

Lieutenant General Guerrero assumed as the Commander of the Western Mindanao Command stationed in Zamboanga replacing the outgoing Commander Lieutenant General Rey Ardo who retired from military service on November 9, 2013.

Before stepping down, Guerrero, in his remarks during a series of farewell visits he did in military units under his command and control, expressed his gratitude to the men and women of the Team WESCOM especially those who are in the forward deployed areas in the Kalayaan Island Group for their dedication to what he calls as the duty of high national and international interest.

“I urge all our comrades to remain vigilant in protecting our territorial integrity and internal security, believing in our hearts that in the spirit of unity and commitment to God and country, we can make all things work together for the good of our people,” Lieutenant General Guerrero said.

“I am thankful for being given the chance to lead a team of highly dedicated and competent individuals who are committed to protect the interest of our country as a whole, and to win peace among our fellow Filipinos who used to walk on the wrong way to bring about socio-political change. Our “lost” brothers and sisters in the province are now slowly but surely returning to the folds of the law through our Guns for Peace and Local Social Integration Programs,” he added.

Earlier, Lieutenant General Guerrero presented awards of recognition and appreciation to the men and women of Team WESCOM and some civilian partners from local government units and agencies, business sector, media sector and other humanitarian institutions, as well as operationally controlled and commanded units that have extended outstanding contribution to the accomplishment of its mission.

Lieutenant General Guerrero expressed his gratitude and commendation to the awardees particularly those from the civilian sector in “making great things happen” in the province of Palawan.

“The AFP as an institution cannot do it alone,” Lieutenant General Guerrero cited in his remarks emphasizing the significance of the partnership of various stakeholders in preserving the peace and development in the province.

“As I head towards my new assignment in Zamboanga as Commander of the Western Mindanao Command, my heart will always remain in this beautiful province. I am confident that Team WESCOM under its new and able leadership will continue to work hard in order to fulfill the dream of every Palaweno and our common aspiration of lasting peace and development,” he ended.

The former WESCOM Commander served as the Commander of the 1st Marine Brigade in Basilan in 2007 and of the Join Task Force Comet in Sulu in 2009 in which he led military forces in the neutralization of Moro extremists and the terrorist Abu Sayyaf Group, notable of which was the operation launched against the group of notorious ASG leader Albader Parad. Guerrero also led the elite Philippine Marine Corps as Commandant in 2010 prior to his assumption as Commander of Western Command in April 2013.

Meanwhile, the Commander of Cebu-based Central Command, Lieutenant General Roy Deveraturda will have to succeed Lieutenant General Guerrero as the new but equally capable commander of Western Command. Lieutenant General Deveraturda served as the Wing Commander of the Palawan-based 570th Composite Tactical Wing and the 15th Strike Wing.

However, due to his commitment to the disaster response and relief operations after Super Typhoon Yolanda devastated the Visayas Region, the assumption of command of Lieutenant General Deveraturda was put on hold.  The Deputy Commander of WESCOM, Brigadier General Danilo Penafiel has assumed as Acting Commander until such time Lieutenant General Deveraturda has finished his duties and responsibilities in Central Command.
