7 Former Rebels Receive Financial Assistance

PUERTO PRINCESA CITY– The City Government of Puerto Princesa through the City Social Welfare and Development Office (CSWDO), in collaboration with the Department of the Interior and Local Government (DILG) and Western Command (WESCOM) successfully conducted the Comprehensive Local Integration Program (CLIP) Awarding to seven (7) former rebels composed of six (6) males and one (1) female held on January 05, 2018 at Puerto Princesa City Hall.

The seven FRs from lawless New People’s Army (NPA) received financial assistance from CLIP for their livelihood assistance, services and support. Each CLIP beneficiary availed a total amount of Sixty five thousand pesos (P 65,000.00), alienated as Php50,000 for livelihood assistance and Php15,000 as immediate assistance.

At the beginning of year 2018, the immediate rise of NPA surrenders in Palawan shows the local government’s earnestness and partnership with WESCOM in attaining peace and order through the implementation of CLIP for reconciliation and reintegration into the society. This is also a manifestation of their desire and hope for new beginnings and a better future.

Western Command Extends Help to Typhoon Victims in Mangsee Island

Commander Western Command, LTGEN ROZZANO D BRIGUEZ AFP set foot in Mangsee Island, Palawan on 26 December 2017 to personally join the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and other local government officials in providing help to the victims of Tropical Storm Vinta, and in assessing the extent of damage and needs in the area.

WESCOM, through its air and naval assets, has been assisting in bringing relief goods and additional manpower from Joint Task Force Peacock in Mangsee Island, led by its unit responsible for Humanitarian Assistance and Disaster Response Operations, the Joint Task Force ICARE.

WESCOM, side by side the PDRRMC, the local government of Palawan and concerned government agencies, shall continue to be at the forefront of extending help to typhoon victims in Mangsee and other affected areas of Palawan.

WESCOM Condemns Murder of Former NPA Rebel in South Palawan

Camp General Artemio Ricarte, Puerto Princesa City -- Western Command condemns the killing of NPA surrenderer named JunJun Lacaran @JASON/ ARMAN who was shot dead by an unidentified assailant utilizing a short firearm around 10am on 07 December 2017 in Sitio Cabangaan, Barangay Samariñana, Brooke's Point, Palawan.

This Command condemns to the higest degree the killing of their own who only wished to live a new life with his family and loved ones.

The surrenderer was a member of Indigenous People who was recruited by the NPA terrorists with false promises. When he realized that life was more difficult in the mountains, he decided to return to the community to have a peaceful life, only to be murdered by his former comrades.

The murderous act committed by the NPA bespeaks only of their treachery and the terrorism they conduct by sowing fears to the society contrary to what they claim as a "pro-people" organization.

The treacherous act gives justice to the recent pronouncement by President Duterte that the NPA is a terrorist group.

The NPA criminal's killing of their own manifests their selfish agenda by preventing a new and good life to come upon their former members who decided to return to the fold of law and be reintegrated in the mainstream of society.

Their number and capability have been dwindling away due to the surrender of 79 members since 2013 and capture of more than 30 high powered firearms and other war materials that resulted from the focused and civil military operations of Team WESCOM.

Meanwhile, WESCOM shall continue with its relentless fight against communist terrorism and other threats in its Area of Responsibility. ###

Local Chiefs Manifest Support as “One Palawan”

Camp General Artemio Ricarte, Puerto Princesa City – Western Command conducts Local Chief Executive (LCE) Forum at Headquarters WESCOM today, November 24, 2017 with Palawan Acting Governor HON. Victorino Dennis Socrates as Guest of Honor. Mayors and representatives of Local government units, WESCOM OPCOM/OPCON Unit Officers and Staff, Department of Internal Labor Government, Law Enforcement Agencies, and Reservists attended the forum.

The LCE Forum Update aims to apprise local chief executives of Palawan on the current security situation in the province. It will be an opportunity to unite “One Palawan” by expressing support to peace and development efforts by condemning violence and atrocities through the signing of manifesto of support.


Securing Palawan is a shared responsibility especially with local chief executives who are directly serving their constituents.

Below are some of the salient points stated in the manifesto:
• Local Government Units in Palawan condemn the Communist Party of the Philippines (CPP) – New People’s Army (NPA) – National Democratic Front (NDF) (CPP-NPA-NDF) in their deceptive recruitment activities to the Indigenous People (IP) and minors, and perpetrated various atrocities that hampers the safety, security and sustainable development of Palawan;
• The peace-loving people of Palawan encourage the members of the New People’s Army (NPA) to return to the folds of the law and become productive members of the society; and
• The reported recruitments by MNLF is not only inimical to the peace and security of the province but also a clear violation of the Final Peace Agreement (FPA) between the Government of the Philippines (GPH) and MNLF.

It is expected that after signing the manifesto, the Province of Palawan and its subordinate local government units will take the lead in the promotion and maintenance of security, peace and sustainable development through collective multi-stakeholders approach.####
